') Is of marriageable age, the man and the woman, without any limitation due to race, nationality or religion, have the right to marry and to found a familyThey have equal rights as to marriage, during marriage and at its dissolution Recalling further that in its resolution (IX) of the ten-seven December, the general Assembly of the United Nations declared that certain customs, ancient laws and practices relating to marriage and the family were inconsistent with the principles set out in the Charter of the United Nations and the universal Declaration of human rights, Reaffirming that all States, including those which have or assume responsibilities for the administration of territories non-self-governing or trust territories until their independence, should take all appropriate measures with a view to abolishing such customs, ancient laws and practices, including ensuring complete freedom in the choice of the spouse, by eliminating completely child marriage and the practice of betrothal of young girls before they are of marriageable age, by establishing, if applicable, sanctions required and by creating a service of the state civil or other service that registers all marriages. Notwithstanding the provisions of paragraph a above, the presence of one of the parties will not be required if the competent authority has evidence that the circumstances are exceptional and that the party has expressed its consent, before a competent authority and in the manner as may be prescribed by the act, and has not withdrawn. Accession shall be effected by the deposit of an instrument of accession with the Secretary-general of the United Nations. For each state ratifying or acceding to the Convention after the deposit of the eighth instrument of ratification or accession, the Convention shall enter into force on the ninetieth day after the date of deposit by such State of its instrument of ratification or accession. The present Convention shall cease to be in force from the date on which takes effect the denunciation which reduces the number of parties to less than eight. (d) notifications of denunciation received in accordance with the provisions of paragraph a of article sep q The Secretary-general of the United Nations shall send a certified copy of the Convention to all States Members of the Organization and to non-member States referred to in paragraph one of article.
